Prepare ingredients by doing finely dicing carrot, celery, capsicum and onion (keep onion separate).
Heat oil in pan on medium to high heat. Fry onions until golden
add beef, Spread mince to cover bottom of pan use back of ladle to cut mince into small pieces, fry till all sides are cooked
Turn down heat to medium (on small burner) low on (larger burner) Add tomato paste to beef / onion mix Mix through and cook for 2-3 minutes
Add vegetables and enough tomato Passata to cover
Cover vegetables / beef / onion / Passata with lid Set to low heat, cook on gentle simmer for 30mins - 1 hour (to make sure vegetables are cooked to textural liking)
Boil big pot of water (total pot will be 2/3 water, 1/3 spaghetti) Add pasta / spaghetti and cook to instructions as per packet
Mix spaghetti with topping from other pan and cook for couple mins then serve
